Force the three major operators to implement real-name system

Informed sources revealed that in early February of this year, the Ministry of Industry and Information Technology sought in writing the views of the three major telecom operators on the implementation of real-name mobile phone systems. On June 28, the second ministry meeting of the Ministry of Industry and Information Technology reviewed and approved the “Regulations” and announced it on July 16. The "Regulations" will be implemented as of September 1.

At a press conference in March of this year, the person in charge of the relevant department of the Ministry of Industry and Information Technology stated that the forthcoming "Registration Regulations for True Identity Information of Telephone Users" is a departmental regulation, "Registration of true identity information of telephone users. From this standpoint, the telephone real-name system is sure to be implemented again, but when it comes to implementation, the Ministry of Industry and Information Technology was only generally disclosed this year.

After several months, when people almost forgot about this matter, the Ministry of Industry and Information Technology suddenly announced the implementation on September 1. The matter is clearly a foregone conclusion. The three major operators have imposed telephone real-name systems.

Mainly referring to network users

“The dispute over real-name telephone system is very small. The three major operators all believe that there is enforceability,” said one operator who once participated in the survey.

The implementation of the real name system for mobile phones has historically been highly controversial. As early as 2006, the wind of real-name implementation of the mobile phone system was on the rise. At that time, it was mainly to implement the mobile phone real-name system to cope with the proliferation of spam messages.

In 2010, the Ministry of Industry and Information Technology had announced that it would formally implement the real-name system for mobile phone users from September 1, 2010. At that time, the mobile phone real-name system will be implemented in two phases: from September 1 onwards, real-name registrations will be added for new telephone users; after the relevant regulations are promulgated, three-year time will be required to complete the registration of old users. However, in fact, the real name system of the mobile phone was later in name only, and it has not really been implemented.

This is because at that time, the real-name system for mobile phones was too broad. Not only did it hope to add new phone users for real-name registration, but it also hoped to use the three-year time to do a good job for the old users. The former has difficulties in implementation. The latter involves hundreds of millions of China Mobile's Shenzhouxing and China Unicom's wishful users. The old mobile users are required to register their real names, and no one wants to go. The three major operators have no way to enforce them. Going on, it will only last.

The telephone real-name system seems to expand the scope, not only the real-name system for mobile phones, but also fixed-phone, Internet card should be real-name system, but in fact it already has practicality.

In the case of fixed telephones, for example, fixed-telephone users have been using a real-name system because they need an exact address to install the telephone. If the real-name system is not implemented, fixed telephones can be stopped at any time. The number of users on the network card is relatively small, and it is less difficult to implement.

No old users involved

The document of the Ministry of Industry and Information Technology stipulates that the registration of real identity information of telephone users means that the telecommunication business operator handles network access procedures for fixed telephones, mobile telephones (including wireless internet cards, the same below) for the user, and signs agreements with users or confirms the provision of services. At that time, it is an activity to truthfully register the true identity information provided by the user.

In other words, users only need real-name system when processing business, whether it is a new account opening user or an old user who wants to transfer or transfer, but if the operator is not required to assist, then the old user will not be shut down. In this way, the telephone real-name system is only locked in for users who need the operator's assistance to handle it, and the obstacle is much smaller.

Is it too much trouble to implement the telephone real-name system? According to the provisions of the Ministry of Industry and Information Technology, if it is handled for the user himself, he only needs a resident ID card, temporary resident ID card or residence booklet. Obviously, only one certificate is required to apply. The procedure is very simple.
