The European Union has imposed a ban on certain types of halogen bulbs. The LED directional lamp replacement market will be on fire from September 1st.

On September 1, 2016, the European Union imposed a ban on certain types of halogen bulbs in accordance with Regulation No. 1194/2012 of the European Commission (hereinafter referred to as the European Commission). This regulation establishes environmental design requirements for directional lighting and other lighting appliances in the EU market.

According to EU law, “directional light” refers to a luminaire with at least 80% light output in the solid angle range of “π sr” (equivalent to a cone with a apex angle of 120°). From September 1, 2016, directional lights placed on the EU market must comply with the energy conservation regulations in Table 2 (also referred to as “Phase III”) of Annex III of Regulation 1194/2012.

The “Phase III” regulations are effective as of September 1, 2016 and apply to directional lights that will be placed on the EU market. According to the report, after the implementation of the regulations, GU10 halogen spotlights and PAR30 halogen floodlights are prohibited from being placed on the market.

However, this rule does not apply to directional lights that have been placed on the EU market before September 1, 2016 and that have been previously sold on shelves or stored in warehouses. According to the report, retailers in the European Union (especially the United Kingdom) have accumulated a large number of directional halogen spotlights despite the current ban. Although these halogen spotlights failed to meet stringent energy efficiency standards, they were placed in the EU market before September 1, 2016, and may still be in store sales.

These old halogen spotlights are popular with consumers because they are cheaper than LED spotlights. According to the report, tens of millions of old-fashioned halogen spotlights are stored in supermarkets and large hardware stores in the UK to ensure that customers can still buy them in the next few years.

According to Regulation 1194/2012, the ban took effect on September 1, 2016, paving the way for the expansion of the ban, which prohibits the sale of low-energy-efficient "Class D" halogen lamps. The ban was originally scheduled to take effect on September 1, 2016, but the authorities postponed the effective date by two years until September 1, 2018.

The EU is expanding the scope of the ban on halogen bulbs in accordance with Regulation (EC) No. 244/2009. Regulation 244/2009 establishes environmental design requirements for non-directional household light bulbs in the market, including non-directional household light bulbs for non-domestic use or for use in other products. "Household bulb" refers to a bulb used in home room lighting, but does not include special purpose bulbs; non-directional bulbs are not "orientated" in nature.

Regulation (EC) No. 244/2009 states that non-directional household bulbs must comply with certain bulb performance requirements in Table 1 of Annex II. The "Sixth Phase" of the Regulation (originally scheduled to take effect on September 1, 2016) to implement stricter bulb efficiency regulations, in other words, the low-efficiency "Class D" halogen bulbs should have been available from September 1, 2016. No longer available to the EU market.

However, in 2015, the European Commission reviewed Regulation No. 244/2009 on technological progress and decided to postpone the implementation date of the sixth phase of the Regulation by two years until September 1, 2018.
