“The government lacks all-round support for the LED industry...” This is one of the five major issues in the development of Foshan LED industry proposed by the Foshan Lighting Association (hereinafter referred to as the Foshan Lighting Association). Recently, the reporter learned from the Foshan Lighting Association, the Association recently made a "Foshan LED industry development report" has been submitted to the Municipal Economic and Trade Bureau for reference.

During the Foshan two sessions this year, the Zhigong Foshan Municipal Committee submitted a proposal titled "Recommendations on Accelerating the Development of the LED Industry." The Municipal Economic and Trade Bureau will supervise it as the key proposal. At the end of last month, the Municipal Economic and Trade Bureau issued a notice to the Municipal Science and Technology Bureau, the District Economic Promotion Bureau, and the Foshan Light Association to request assistance in handling this proposal.

Issue 1 Lack of omnibearing support After nearly a month of research, the development report of Foshan Lighting Association was released.

In the report, the association pointed out that there are five major problems in the development of LED industry in Foshan, two of which are related to government support. The association believes that the government lacks all-round support for the LED industry. “SMEs such as the Foshan Lighting Association reported that they had not been able to obtain Guangzhou Spring and Autumn Fair stalls for several years.”

Problem 2 Support funds are insufficient At the same time, compared with Zhongshan, Jiangmen, Dongguan and other places, Foshan's support funds are also insufficient. In the LED industry support policy introduced at the end of last year, Foshan proposed to invest no less than 60 million yuan each year. However, Jiangmen, Dongguan and other places immediately threw out more generous support policies: Jiangmen arranged 150 million yuan each year and Dongguan invested 500 million each year.

The government’s support funds are mainly used for land rental, taxation, and other benefits as well as the infrastructure of the industrial park. Wu Yulin said: "Foshan should not lose its support policy to Jiangmen, Dongguan, etc., or it would be too negative for Foshan's leading industrial advantage."

Last year, the country’s total output value of 2.4 billion stars accounted for 1/3 of the total.

According to the research data of the Light Association, the total output value of Foshan LED industry in 2010 was about RMB 2.4 billion, of which RMB 1.2 billion was packaged and applied.

According to Wu Yulin, China Star has accounted for 800 million of the total output value of 1.2 billion. "This shows that the development of other packaging companies is not enough, Foshan, the overall scale of packaging is still small." In the application area, Foshan has more than 100 companies, mainly produces LED lamps, light source modules, light strips, displays and so on. In the city's lighting companies, lamps with LED as the light source account for 30%-40%, but the output value scale is far lower than the traditional lighting field of 20 billion yuan.

Most of the unqualified exports were due to non-standard marking. Recently, the second quarter joint meeting of the South China Sea Entry-Exit Inspection and Quarantine Bureau and Foshan Lighting Association was held. Nanhai announced inspection data for export lighting products from January to April this year. About 45% of the products failed to pass the initial inspection, and the non-standard marking became the main cause, accounting for 63.9%. Wu Yulin, head of the Foshan Lanterns Association, believes that this shows that the development of the lighting industry in Nanhai is still immature and the products are uneven. "So it is necessary to communicate more with export testing agencies to find out the direction of product production."

Li Jianglong, an engineer of the National Star Opto-Electronics Lighting Division, suggested that whether or not the inspection program can tolerate the “small problems” in the marking of new products. “The new products emphasize the effectiveness of the promotion, and strict inspection procedures will increase the company’s time cost.” Lin Zequn, director of the South China Sea Import and Export Inspection and Quarantine Bureau, said that the mandatory inspection projects must not be compromised, and other projects may be decided depending on the circumstances.

This is the fourth joint meeting organized after the establishment of the association. The first three issues are mainly focused on topics such as the EU's new technology directives and the 5S management model. Recently, more than 20 lamp association members attended the meeting. According to Zhu Xinzhi, secretary-general of the Foshan Light Association, the joint meeting is mainly to provide a communication platform. “Let the government popularize policies and procedures, and allow companies to express their demands”.
