According to the implementation plan, before the end of 2013, Zhongshan will use LED lighting products such as LED street lights, tunnel lights, garden lights and landscape lights in public lighting such as roads, public places, government agencies, and state-owned enterprises and public institutions. For the use of non-LED lighting, the municipal government plans to complete the renovation in batches by the end of 2013. This move will drive the rapid development of the LED industry and it is expected that by the end of the “Twelfth Five-Year Plan”, the annual output value will reach 80 billion yuan (hereinafter referred to as yuan).

At present, the province collects city construction surcharges according to the standard of 1.4 points per kWh. Zhongshan plans to use 0.3 cents per unit of electricity to return the subsidy to solve the funding problem of the LED lighting retrofit project. The electricity costs saved by using LED products will fully subsidize the project. It is estimated that after the renovation, only 45,000 street lamps in the urban area will save about 20 million yuan in electricity costs each year, and 100,000 LED lamps will have an energy-saving income of 370 million yuan in the total lifetime (9 years).
